Is the device capable of a continuous 16amp loads or only peak 16amp load. What is the absolute peak load?

Many devices may be capable of a peak surge of 16amp but not actual loads at 16amp (I believe this is true of many light switch type devices). Id like to know if this devices is capable of managing a 16amp immersion heater circuit

The Vesternet Z-Wave High Load Switch supports a maximum load of 16A; however, it's not advisable to operate at peak capacity for long durations. Consideration should also be given to load type, as the high current load switch has a lower maximum rating for non-resistive loads.
