No, the smoke detection is a separate function so if smoke is detected then the siren is autonomously controlled.
The Z-Wave functionality is essentially an additional daughter board that's added to the original device, so it detects the typical wired interlink output from it in order to generate the Z-Wave alert. Since that wired interlink usually also controls interlinked smoke detectors, the Z-Wave daughter board can also trigger the siren itself, hence the "controllable" siren aspect.
