So if I use this instead of an Apple device hub will I still be able to allow and access iCloud recordings and view On an iphone. Unfortunately my iPad is on iOS 12.

The Aqara Hub M2 is a HomeKit gateway that allows Aqara devices (such as motion sensors, door sensors, etc) to be used within the Apple HomeKit ecosystem. You would need the Apple HomeKit ecosystem for it to function - for example an iPhone or iPad to use the Home App and a HomePod or Apple TV to act as a HomeKit hub.
