It's a pretty standard Z-Wave Central Scene device, so I wouldn't expect any issues with using it in any Z-Wave controller. I would suggest checking with SmartThings support directly to see if it's officially supported, or ask on the SmartThings Community Forum.
As it's a Scene Controller you can use it to Trigger whatever logic you want in your Z-Wave controller i.e. turn on and off your lights.
Note though that it's a Z-Wave device so can't be used directly in the Philips Hue system.
