All flood / water sensors detect using metal pins where liquid then conducts between them, completing a circuit.
Typically this works best on hard surfaces where a pool of liquid forms, but it should work on other surfaces too. I would suggest testing the intended area because it really depends on how "wet" it will get - for example a deep pile carpet could potentially hold a lot of liquid before it becomes wet enough.
