You can use the Aeon USB stick with a computer - it allows the computer to communicate with Z-Wave devices. You will need additional software such as Homeseer, Domoticz etc. You will also need the computer to be running for it to receive alerts from a Z-Wave sensor like the Fibaro ones.

Hi I use one of these Aeon gen5 sticks with fibaro sensors.
I use a low spec laptop; however you still need control software...
I recommend HomeSeer. It may be a bit expensive but it certainly can be done and by far HomeSeer is the most powerfulest and has a z-wave plugin which you would add your fibaro devices through the software.
Then you need to setup an event.
For example you can use an a condition (smoke warning) and you could send an email or a push notification. At the same time switch on your fibaro lights, and cut all you powered z wave devices. Matched with a foscam you could have it take photos and email you or record.

You could use this with a notebook that is running a suitable Home Automation software package, as an alternative to a Fibaro Home Centre, but there are several caveats - you'd need to ensure (1) there is a suitable device driver from Aeon Labs for your notebook OS, (2) the Home Automation Software (eg: Homeseer or Insteon) is compatible with your notebook OS and all Z-Wave devices you'd want to control. You'd also need to keep the notebook in situ and turned on at all times that you want to monitor or control your Z-Wave devices - it's obviously not going to work if the laptop's turned off and in your backpack on the Tube. The answer is yes. However you need the PC controller software from Sigma designs to run the Z-Wave system.

This stick is just doing the communication. So you still need software (e.g. Homeseer) on your notebook to do something with the alerts coming from your sensors. So yes it can do without a home center, but than your notebook takes the role of a home center.
