Yes, Z-Wave battery powered devices report its Battery status back to the Z-Wave controller

Yes, the device sends the battery level over z-wave but it's up to your control centre to give you a warning. The Fibaro HC2 has that feature and you'll receive an email when the battery is low (plus you can see the icon on the dashboard).

There is a battery indicator through z-wave so on Smartthings I can see the battery or create a notification that it needs changing when low.

You can set this up in the HC2 and get an alert through email or push notification
