Can this be used to replace 2-gang 2-way switches on a staircase. Each light can be switched on/off at two different locations at present

If you have Neutral available at each light switch position then the MCO switch will work fine. You'd need two of them, one for each location. One gang on each switch would control its respective local lighting circuit and then the other gang on each switch would control the "remote" side using Z-Wave Association.
